Settings Panel-->Input-->Key Bindings OR: Start-->Settings-->Key Bindings-->Edit
OR: Alt+Esc and type "key bindings" followed by enter
OR: Win+Space and type "key bindings" followed by enter OR: Start-->Quick Launcher and type "key bindings" followed by enter
Click "Add" and it'll ask you to enter a new key sequence. Press the key combination you want to bind to something, for example Ctrl+Alt+T
You'll see that's already set for "Always on Top Toggle" but that doesn't mean we can't change it. On the right side scroll to the "Launch" Section and select "Command". Then type terminology into the "Action Parameter Box" and Apply.
Note that "application" doesn't seem to work, or I couldn't figure out the synatx, I tried the following none worked, perhaps a bug if I'm doing it right?
file:terminology
file:terminology.desktop terminology
terminology.desktop file: terminology file: terminology.desktop [file: terminology.desktop] [file:terminology.desktop]

An user can access bindings settings via menu->settings->Key Bindings or WIN F1 in the last Moksha release. In the Basic bindings preview click on EDIT button...

Yes, this looks as bug. E24 is OK. I will look at that issue... Stefan

OK, I had a look i.imgur.com/7mbTpmq.jpgLaunch "Application" works fine here. I have binded a new short cut CTRL ALT G. The only bug I noticed was my mistake in syntax. I added a space char after colon. Stefan EDIT: I tried your syntax file:terminology.desktop. Also working fine. My recommendation: restart Moksha if binding does not work for you...
