Okay, went to test wi-fi and disabled that, went back to wired and now network manager has issues.
wimc@pc1:~$ sudo service network-manager restart [sudo] password for wimc: Failed to restart network-manager.service: Unit network-manager.service not found. wimc@pc1:~$
Also after rebooting get prompted for WI-FI password.

Please don't ignore me. Already going through life changing situations. My mind is all over the place sometimes.
My mom has dementia and is getting worse, lots of mood swings. Getting progressively worse as days go by.
Both my dad's legs (below the knee) were amputated within 2 months time, due to diabetes.
Top it off, my bathroom sprung a leak and part of my bedroom is torn apart, bathroom is gutted. Thank goodness for having 2 bathrooms.

Sorry to hear you’re having a difficult time at the moment. I don’t think you’re being intentionally ignored.
Have you tried just selecting the wired connection via network manager. You don’t need to disable WiFi to select a different kind of connection.

First of all, I wish of you some tranquility, as someone who has buried both his parents and two siblings what I can tell you is this too will pass. New challenges will emerge, but the challenges that test our patience also are the bitters that gives contrast so we can appreciate the sweetness in life.
Now onto your issue. Note, I profess no expertise, but I ran into the same error on November 18th while trying to set Mrs. Scarlet Pimpernel up with Linux Mint. Normally i would test my suggestion on Bodhi before posting them but Mrs. Scarlet Pimpernel has seen fit to commandeered my Bodhi laptop until I get her fully migrated from Windows to Mint (Women,not only do they dangle adult relations as an incentive, but apparently they will also steal your laptop too -LOL).
All that aside what I discovered is Ubuntu has yet again changed network commands. What worked for me (on Mint) was:
sudo systemctl restart NetworkManager sudo systemctl restart NetworkManager.service
and
sudo nmcli networking off sudo nmcli networking on
verses
sudo service network-manager restart
I hope one of those suggestions will assist you.

Can’t believe I missed that you were using sudo service rather than systemctl wimc. My excuse is it was very late at night here and I was very tired. Hopefully this will sort the issue.

Been using "sudo service network-manager restart" for quite sometime. Very recently stopped working.
Network manager shows, and wired still works. Its just the pesky prompting for WI-FI password on reboot.

You can have network manager forget the WiFi network it keeps prompting for. I can’t check how right now to provide exact directions, but from memory it’s in the settings accessed via the shelf icon.

My gut tells me this is likely a Ubuntu level issue vs a Bodhi level issue.
It appears this issue was prevalent a decade or so ago and a number of causes for it and various remedies were applied.
I suggest you use the keyword ubuntu along with your symptoms in your preferred general search engine and look at the results.
I used: ubuntu network manager asks password on reboot
and there were a number of seemingly relevant results.

Used what TheScarletPimpernel posted above and found something simple.
Unchecked "Connect automatically with priority".
