I have a BL6 running on a Dell Inspiron 3521 (end of life), For the life of me, I cannot get any of the power management functions to work on it. It also cannot run any screensaver or screen blanking - both screensaver and screen blanking never get initiated and the laptop screen will remain on all night.
Does anyone else have this issue? If so, how was it resolved?

Sounds like you have it in presentation mode. From memory, so accuracy may vary. go to settings > screen > blanking And check the box.
As for power things, what do you want to happen that isn’t happening?

Nope, presentation mode is NOT enabled (the checkbox was never checked).
re: Power... I'd like to set it so the screensaver is enabled after 15 mins, and then the display is blanked after 1 hour, and then the laptop will suspend/hibernate after 2 hours. None of this is happening, currently.

Can you successfully suspend or hibernate manually? I find that those are not consistently working features for me. My main laptop and one of my desktops can't do either. One of my desktops can suspend, but not hibernate, and my other desktop can hibernate but not suspend. But screen blanking usually works... and then even if the power management isnt working to turn off monitors, usually they turn themselves off eventually after signal is cut...... But bodhi doesn't have a way to delay more than 20 seconds until suspend, not one hour. And I don't think we have a screensaver. What I suggest you do is install jzw's xscreensaver. You can then disable bodhi's screenblanking, and add his app to startup apps. sudo apt install xscreensaver*
