System: Dell Inspiron 8600 (32 bit, non-PAE)
Problem: Installed 5.1.0 Legacy App Center fails to fully load pages in the Web browser, preventing the installation of any new apps. Note that running from the ISO DVD, App Center runs fine.
Actions: Unable to rectify the problem, I reverted to using 3.2.1 Legacy for the time being. The Midori browser in that version works fine with the App Center.

on older bodhi's app center only worked with midori - no other browsers. now it works with others and midor was dropped.
you can use synaptic for installing apps/packages. in search type in - for example gimp or possibly krita - and it should load. install from there. the reason i said possibly krita is that not sure if krita is in that repo set of packages. synaptic is a package manager.

Re 5.1, If you've got the resources, firefox is available for 32-bit. For a lighter but fully functional browser I recommend palemoon. You can also install midori if you like it. They all work with bodhi appcenter in my experience.
Although yeah it is weird that that gnome-web ephiphany didnt work for you, but most people don't use it for long anyway... Like the previous poster mentioned, you can search and install apps from synaptic, which is preinstalled in your menu. Or, command line, sudo apt install palemoon
