1: Open Chromium
2: Verify system title bar is disabled (normal Chromium look without Moksha title bar)
3: Maximize Chromium.
4: Chromium is now stuck. You can't maximize or un-maximize and can't resize the window by dragging the borders, either.
5: Turn on system title bar
6: You can now resize normally. Turning them off starts the problem again as soon as you maximize chromium.
Is this just me or can someone verify this?

Not just you, I've seen that kinda thing before for sure, internal minimize button not working.
You can get a window menu several ways to minimize it. If you're using chromiums client-side-decoriations (no moksha title bar) then you don't have the corner icon to click on, but you can right click on its entry in tasks, or Left_Alt+Right_Click in the middle of the app. In either case, select Window then "iconify". Iconify means minimize. You can also use Win+M keyboard shortcut to directly minimize.
