They load fine in Chromium.
The culprit for index.html files not opening is:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
If changed to:
<!DOCTYPE html>
index.html files load.
Have all my website file in one directory, testing to see what the index.html looks like, have firefox associated with opening those file types.

EDIT: not sure what it is, been having mounting problems with reader card, usb sticks, use them for backup and when copying to computer, that index.html executable script error message shows.
Doing what Stefan pointed out about chmod the index.html file fixes the issue.

I think its solved. Was simply having issues with formatting reader card and USB sticks to NTFS, they didn't like it.
GParted allowed NTFS, but my older Win XP Pro PC did not see it. So after checking something within GParted, was able to add fat32 support to GParted, installed dosfstools to add fat32 support.
So far, index.html is NOT producing that error message upon double-clicking index.html to view in browser.
