After forgetting to log out of my computer recently, I started using the screen lock so others at work who I share the computer with can't get at my passwords if I forget to log out again.
I noticed that there is no Logout or Shutdown options available, and since the screen lock only accepts the password from the last user, another user would be forced to shut down the computer via the power button which should only be used as a last resort.

Just curious, what is your suggestion? Allow shutdown or logout without password, force closing your unsaved work? Same thing as pressing the power button...
If you lock your computer its cuz you dont want other people messing with it. Certainly not because you want an extra way to shut it down without password in my opinion... If its a shared computer and its locked, certainly no reason to be shutting it down. If it was supposed to be shut down it would be shut down, not locked, if its locked its cuz the user left something open and didnt want to hibernate, suspend, or shutdown, but wanted to lock it so it cannot be used without a password.
edit: thinking about this, I had an idea, but not sure how easy it is to implement as I usually disable locking, not figure out how to use it, but I've seen it on some other distro I think, they use lightdm to lock, which allows someone else to login without logging anyone else out. I bet that's the kinda solution you need...

Moksha's Desk Lock screen is rather simple. But Moksha provides the functionality to replace its Native Desklock screen with any other application. See my guide I just created on using Lightdm as the desklock application in Moksha. I will consider adding system controls to Moksha's desk lock screen as a feature request, but that is going to have to wait until I have time to invest into it.
