I installed Bodhi today, and I'm trying to change the language, but it isn't changing. When I select the Latvian language and press apply, it seems to only change the date to Latvian, nothing else is in Latvian

We'll try to help. Can I ask you take a look at the Wiki FAQ " Changing Language / Keyboard". There are some modules that need enabling to change these settings (post installation). Thanks, it worked, but the funny thing is that the OS isn't really translated into Latvian, just a little part of it, is there a place I can participate to translate the OS into Latvian?

Yea, of course you can You even have to, lol. Feel free to look at moksha source. I can send you the original enlightenment.pot file or you help yourself with Russian po file.
